Efforts to fulfil service coverage in accordance with the RPJMN 2020-2024 mandate that by 2024 Indonesia must be able to achieve 100% access to safe drinking water sources and proper sanitation facilities, with 85% meeting Drinking Water Service Standards (SPM) and 15% access to safe drinking water. The latest data from the Ministry of National Development Planning and National Development Planning Agency (PPN-BAPPENAS) shows that the level of safe drinking water service in 2018 is still limited at 88%. Thus there is still a 12% gap to meet the target of decent drinking water infrastructure services.

Public Private Partnership (PPP) is one of the investment options for SPAM development in order to achieve the RPJMN 2024 target in the water sector.

To help accelerate the realisation of this target, the government is planning the Jatiluhur I Regional SPAM with a capacity of 4,750 l/sec for areas in DKI Jakarta, Bekasi City, Bekasi Regency Karawang and neighboring areas.

In the PPP scheme, the Implementing Business Entity (BUP) cooperates with the Person in Charge of the Cooperation Project (PJPK) to conduct bulk water services to 4 service areas through the Regional Drinking Water Company (PDAM) of each area.

PT Jaya Konstruksi Manggala Pratama Tbk., PT Wijaya Karya (Persero) Tbk., and PT Tirta Gemah Ripah established the BUP, namely PT Wika Tirta Jaya Jatiluhur (WTJJ). The basis for the company's formation is the Letter of Winner Determination Number :

PB.02.02-Mn/2335 dated November 20th, 2020, and the Deed of Establishment of a Limited Liability Company Number: 5 dated January 15th, 2021.

WTJJ signed the KPBU Cooperation Agreement (PKS KPBU) with PJPK on February 19th, 2021.
