Bekasi, Indonesia – PT WIKA Tirta Jaya Jatiluhur (WTJJ), as the Special Purpose Company (SPC) for the Regional Jatiluhur I Water Treatment Plant (WTP) with a capacity of 4,750 liters per second, affirms its commitment to implementing an affordable and socially responsible bulk water tariff structure.

The tariff framework has been established as part of the Business Plan and formalized under the Public-Private Partnership (PPP) Scheme with the Government Contracting Agency (PJPK), namely the Ministry of Public Works of the Republic of Indonesia. From the outset, the tariff determination has incorporated regional macroeconomic indicators, including Gross Regional Domestic Product (GRDP), income distribution, and the community’s Ability to Pay (ATP). WTJJ applies a substitution tariff mechanism, whereby tariff differentiation across service regions reflects variations in economic capacity and infrastructure characteristics. Based on regional income assessments, Kabupaten Bekasi and Kota Bekasi demonstrate relatively stronger purchasing capacity compared to Kabupaten Karawang, while DKI Jakarta represents a metropolitan service area with higher economic intensity and infrastructure complexity. These socio-economic distinctions are integral to the tariff-setting approach.

Bulk Water Tariff to Off-takers (Rp/m³), starting from:

  • Karawang: Rp 2,491
  • Kota Bekasi: Rp 2,519
  • Kabupaten Bekasi: Rp 2,519
  • DKI Jakarta: Rp 2,799

The differentiated tariff structure demonstrates:

  • Alignment with regional socio-economic capacity to preserve end-user affordability;
  • Cross-regional balance to avoid disproportionate financial burden on lower-income communities;
  • Support for sustainable infrastructure financing and long-term water security.

WTJJ’s substitution tariff mechanism reflects its adherence to the Social pillar of Environmental, Social, and Governance (ESG) principles, ensuring equitable access to essential water services while maintaining financial resilience under the PPP framework. The policy is implemented transparently, contractually agreed upon with relevant stakeholders, and subject to periodic evaluation to remain responsive to evolving socio-economic and regulatory conditions. Through this calibrated pricing approach, WTJJ reinforces its commitment to inclusive infrastructure development, responsible governance, and sustainable value creation across its service regions.
